Usury (pronounced /ˈjuːʒəri/, comes from the Medieval Latin usuria, "interest" or from the Latin usura "interest") originally meant the charging of interest on loans. This included charging a fee for the use of money, such as at a bureau de change. After interest became acceptable, usury came to mean the interest above the rate allowed by law. In common usage today, the word means the charging of unreasonable or relatively high rates of interest. The term is largely derived from Christian religious principles; Riba is the corresponding Arabic term and ribbit the Hebrew one. The primary focus in this article is on the Christian tradition. The pivotal change in the English-speaking world seems to have come with the permission to charge interest on lent money: particularly the 1545 Act 'An Acte Agaynst Usurie' (37 H.viii 9) of Henry VIII in England (see book references). Q. i always thought it was 24.99% but i got an offer from a local loan agency today saying that i could borrow $500 at an annual percentage rate of 54.44% and the finance charge wuold be a little over $150 for a total of 651.30. i just laughed because i don't need 500 dollars that badly. but i thought 54.44 was very steep. isn't there a cap on finance charges (%)? 'loanable funds'? i'd think neither. now, loans -- there might be an effect there. two cases: case 1. the usury limit on interest rates is above the natural limit for the class of loan they apply to. in this case, lenders will not lend to anyone at the usury limit because they all recognize that such loans are inherently too risky to make [expected profit is negative due to loan losses]. case 2. the usury limit is below the natural rate for that type of loan. in this case, some borrowers who would volunteer to pay higher rates, and deservedly so due to their likely loan losses, wouldn't be able to get loans because the lenders would be prohibited from charging a rate high enough to make them profitable.
